What this involves

Financing is typically released against milestones, and someone independent has to confirm those milestones are genuinely met before funds are drawn. NEWATT provides that independent certification, protecting the lender's position at each drawdown.

We verify that the physical and documentary conditions for each milestone have actually been achieved — the work in place, the tests passed, the records complete — and certify accordingly. At project completion we carry out the checks needed to confirm the asset is complete and ready to operate.

The deliverables are the milestone and drawdown certificates the financing requires, backed by the evidence we have reviewed, and an independent completion statement at the end. This gives lenders confidence that money is only released against real progress, and gives the owner a clean, documented path to final acceptance and handover.

We independently verify that a construction milestone triggering a drawdown request has genuinely been achieved — physically inspecting the work rather than relying on the contractor's certification alone — before signing off on the milestone for the lender. Certification is based on a specific checklist tied to the milestone definition in the financing documents, so there's no ambiguity about what counts as achieved for that particular drawdown.

Independent certificates confirming milestone completion are issued in the format the lender's financing documents require, with the supporting evidence — photographs, test records, inspection reports — referenced so the certificate can be verified rather than taken purely on trust. We track certificate issuance against the drawdown schedule so there are no delays to the client's cash flow caused by documentation gaps on our side.

Before the final drawdown or practical completion sign-off, we verify the facility genuinely meets the completion criteria in the contract and financing documents — not just that construction has stopped, but that performance tests have been passed and outstanding defects are within agreed thresholds. This is the point where an independent check matters most, since it's the last gate before the lender's exposure shifts from construction to operational risk.

We verify the handover documentation package — as-built drawings, O&M manuals, test certificates, warranty documentation — is complete against the contract requirements before signing off on final close-out, since gaps discovered after the contractor has demobilised are far more expensive to fix. Close-out sign-off is the point where we confirm the client actually has what they're entitled to, not just that the contractor says they've provided it.
